The directory decides which agencies cover a lane. That coverage is also what matches agencies to an inquiry, so search and matching run on the same data.
An inquiry goes out
One shipment description reaches every matched agency at once. Bids come back against it and are compared side by side.
A job is awarded
The winning bid sets the rate and the counterparty. The job now holds the parties, the lane and the agreed figure.
The paperwork is generated
The bill of lading and the invoice are built from that job, so the document, the charge and the booking cannot disagree.
The relationship persists
A completed shipment makes that agency a known partner, matched first the next time you post on the same lane.
